1. Addressing the Question

It is not possible to move a review directly from the Not Started or On Hold status to Completed without first starting the review. This action goes against the established workflow for reviews. However, an alternative solution is to delete the review entirely.

2. Noting Automatic Completion

The Automatic Complete option in the workgroup settings is designed to complete reviews that have already been closed. Similarly, the Auto Close option only works on reviews that have been started. There is no way to automatically start a review, so it is not possible to leverage these options to complete a Not Started or On-Hold review without first initiating the review process.
